Mr. Swiney is an accomplished professional speaker, trainer, facilitator, and entrepreneur of 34 years. He heads a 26-year old Georgia based national real estate management consulting firm. Mr. Swiney specializes in the management, development, acquisition, and recovery of multi-family real estate projects with a forte in affordable housing. He has created and owned three real estate asset and property management companies. Since 1997, he has worked in the public housing industry providing technical assistance consulting, management, and training including Real Estate Development, Privatization, Process Reorganization, Staff Development, Fair Housing, and Section 3. Since 1997, Mr. Swiney’s firm has lead the nation in HUD Section 3 compliance services. He has provided technical assistance training to 75% of the nation’s state housing and community development associations and Motivation, Inc. represents all types of Section 3 recipients and beneficiaries including resident councils and city- wide resident associations. His firm also has the nation’s only pure HUD Section 3 compliance software database producing a wide variety of community, contractor, resident, and HUD 60002 reports by project and funding source.

“This Commissioner’s Workshop is designed to provide something for ALL Board members – from the folks who are just starting out to those with years of experience. We’ll be covering all the responsibilities of the Board as well as identifying matters that should be left to staff. We’ll discuss PHA fiduciary matters, the key policies of PHAs and we’ll talk about the roles and relationships of Board Members and the Executive Director.”
MaryAnn has over 38 years’ experience working in public housing, including as HUD Deputy Assistant Secretary for Public and Assisted Housing, Executive Director of the Council of Large Public Housing Authorities, Executive Director of the Wilmington (DE) Housing Authority, Director of Training at the National Center for Housing Management, and as a consultant. Her areas of expertise include all aspects of Public Housing, the Housing Choice Voucher program, and HUD-assisted housing, with particular emphasis on project-based operations, asset management, housing policy, strategic planning, operating subsidy, property management, occupancy, management assessment, Civil and Disability rights in Federal Housing, and training and technical assistance.
